The President gets acquainted with the products of a local enterprise



President of the Republic of Uzbekistan Shavkat Mirziyoyev got acquainted with the activities of “Fayz-M” enterprise located in Bulakbashi district of Andijan region.

Special attention is paid to deep processing of resources and creating goods with added value in our country. This enterprise is one of the largest projects with full-cycle production of textile goods.

Here 4,2 million goods of more than 50 types are produced annually. Almost a thousand people are ensured jobs. Particular attention is paid to capacity building of employees – a design center is created for this purpose.

Modern equipment from Türkiye, Germany and China ensures high productivity and quality of production. Majority of the ready-made clothes is export-oriented. The annual export potential is $6 billion.

The Head of State viewed the production process and manufactured goods. Recommendations were given on further increasing the quality and added value, and expanding export geography.

Opportunities identified to elevate Andijan to a new development level



On April 15, a meeting on the issues of socio-economic development of Andijan region was held under the chairmanship of President Shavkat Mirziyoyev in Bulakbashi district. 

It was noted that the spirit of New Uzbekistan reaches every district and every mahalla in Andijan. Last year over 4 thousand new entrepreneurs started operations in the region. Employment of 450 thousand people was ensured.

1.5 million square meters of housing and 850 thousand square meters of non-residential facilities were built in the region. Owing to this, last year the volumes of trade and services grew by 13 percent, industry – by 7.5 percent.

However, life does not stand still. There are great economic opportunities, new projects and initiatives in Andijan.

At the meeting the tasks on support of small and medium entrepreneurship, increase of investments and export, development of construction and social sphere were discussed.

Above all, the possibility to ensure economic growth in the region at least 6 percent in 2025, bring the gross regional product to 105 trillion soums, provide employment for 305 thousand people, lift 150 thousand people out of poverty has been outlined.

For instance, the machine-tool industry is well established in Andijan. However, over the past two years, equipment worth $1 billion has been imported to the region. If the production of such equipment inside the country is mastered, it will become an additional source of income for the economy and provide new jobs. It is necessary to support such initiatives of entrepreneurs, assist them in obtaining certificates and necessary parts.

Centers of machine-building and design production will also be created. Technical parameters of imported equipment demanded in the industry will be studied and alternatives for local enterprises will be proposed. Soft loans worth 5 billion soum will be allocated to the entrepreneurs willing to localize such equipment.

There are 13 thousand hectares of hilly terrain in the region where crops can be grown by bringing water. But using pumps to supply water to such lands requires energy costs. Therefore, financial instruments will be applied to install solar panels. An intensive orchard and industrial-type vineyard will be planted on 300 hectares in Kurgantepe.

Inefficient greenhouses from other regions will be transferred to Andijan and leased to the population. Cheap seeds and mineral fertilizers will be delivered to the mahallas.

The Ministry of employment and poverty reduction organized greenhouses on 5 hectares in Balykchy and Altynkul districts, thanks to which 100 families in need started to receive income. This experience will now be implemented in Ulugnor, Pakhtaabad, Khojaabad, Markhamat and Andijan districts. Chairmen of mahallas that organize such modern greenhouses in an exemplary manner will be paid a 100 percent bonus.

Currently, only 23 percent of the region’s artificial reservoirs are used for intensive fish farming. A project has been developed to attract $15 million dollars from the Asian Development Bank for intensive fish farming on 320 hectares and cooperation with 500 households. Instructions were given to take the project under control and develop fish farming in the republic as a whole.

Andijan has a high tourist potential. In Kampirovot mahallas of Khanabad, Shirmonbulok of Bulakbashi and Tosh-ota of Khojaabad districts it is possible to create tourist facilities and increase the flow of tourists. This year the task is set to complete 25 projects worth $125 million in tourism, attract 3.5 million foreign and local tourists and increase tourism exports to $200 million.

Special attention at the meeting was paid to investments and exports. This year the volume of foreign investments will amount to $3.1 billion, 23 large and 321 small and medium projects worth $1 billion will be launched. There is an opportunity to increase export to $1.5 billion, the volume of localization – up to 10 trillion soums.

Products worth $200 million are exported annually from Andijan to Kyrgyzstan. In order to expand mutual trade it was proposed to create free trade and industrial zones in Kurgantepe and Khojaabad.

The importance of auctioning 360 inefficiently used real estate objects in the region and creating conditions for entrepreneurial projects was noted.

Construction of small and micro hydroelectric power plants with a total capacity of 75 megawatts is possible on ditches and canals with high flow rate. Entrepreneurs participating in this will be given loans for 7 years at 12 percent with a grace period of 3 years.

Tasks on the development of construction and infrastructure were also discussed. This year it is planned to build 245 apartment buildings for 9,700 apartments, which will provide employment for 10 thousand people. More than 1000 kilometers of roads and bridges will be repaired.

Due to lack of capacity of main water pipeline Khanabad-Andijan 510 thousand people experience difficulties with water supply in six districts. In this regard, it was emphasized that it is necessary to build a second line of the water pipeline with the participation of the Asian Development Bank.

Instructions were given to increase the capacity of roads connecting the region with neighboring states, develop public transport between Andijan city and districts.

Social areas directly affect the life of the population. The share of high-tech surgical operations in Andijan will reach 40 percent. Employment will be provided for 15 thousand graduates of technical schools. 6 thousand students will be covered by dual education. Four higher education programs in engineering, medicine, economics and agrarian sphere will be internationally accredited.

In this regard, measures will be taken to develop medical education and tourism, increase the number of 24-hour private medical stations in mahallas.

As is known, there is a system in place to reward school principals who have improved capacity and efficiency. Now this system will be introduced in technical schools as well.

At the initiative of the President, a festival of artists will be held every year in the city of Babur. The winners will be awarded with the President’s gift – cars.

– Today we have outlined the most important tasks to bring Andijan to a new stage of development, highlighted all topical issues, identified the necessary funds for the region, – said Shavkat Mirziyoyev. – If we all work together, united, our successes will be multiplied, there will be no heights we cannot reach, Andijan will become even more prosperous.

At the meeting deputy Prime Ministers, ministers and other responsible persons presented information on their fields. It was emphasized that hokims of the region, hokims of 16 cities and districts should meet daily with the population and entrepreneurs, maintain the current pace, take responsibility in the conditions of global economic fluctuations.

Plans on developing the economy of Andijan region presented



President of the Republic of Uzbekistan Shavkat Mirziyoyev reviewed a presentation on main objectives planned to be achieved in Andijan region in 2025.

Due to the implementation of the investment projects and commercial banks’ support, it was possible to employ 77 thousand people in the first quarter.

In 2025 it’s planned to launch 166 new investment projects worth $5,7 billion allowing to create 31 thousand working places in the region. The enterprises will begin producing 31 new types of goods, and the overall export potential will increase by $1,5 billion. To ensure stable operation of production facilities, 65 megawatts of additional power capacity will be introduced.

The goal is to provide employment for 305 thousand residents of the region by the end of the year.

Special attention during the presentation was paid to the issues of economic diversification, expansion of industrial potential, introduction of innovative technologies and creation of modern production facilities.

It is expected that the regional economy will grow by 5.5 percent in 2025.

The Head of State instructed the responsible persons to implement projects in a timely manner, create sources of income for the population and organize vocational training for unemployed citizens.

New textile cluster enterprise launched



President of the Republic of Uzbekistan Shavkat Mirziyoyev got acquainted with the activities of a new textile cluster enterprise “WBM Romitex” in the city of Andijan.

The new enterprise named  “WBM Fabrics” became another link in the deep processing chain. In the framework of the investment project worth $50 million a modern production building was established, high-tech equipment from Italy and Germany was installed. 

Production for dyeing and patterning of fabric was launched. The enterprise is designed to produce 24 thousand tons of demanded products per year. 600 permanent jobs have been created. The installation of a modern water purification system deserves special attention. It ensures recycling of technical water used in dyeing shops. This solution makes it possible to achieve high economic efficiency and environmental sustainability.

The Head of State viewed the production sites and talked to the specialists. Issues of efficient use of space, reduction of production costs through energy saving, as well as professional development of employees were discussed.

It should be noted that the activity of the enterprise is mainly oriented to the foreign market. The annual export volume will amount to $55 million.

Textile industry is rapidly developing in Andijan region. An increasing amount of local cotton is processed within the framework of the modern cluster system. The region occupies 16.5 percent in the republican textile industry. In 2024, Andijan produced textile products worth 20 trillion soums, exported goods worth $488 million, which is 42 percent of the region’s total exports.

The President arrives in Andijan



On April 15, President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in Andijan region to review the development of the region and the living conditions of the population. 

The changes taking place in the region can be felt already in the air harbor – the modernization of Andijan International Airport continues within the framework of a large-scale program for the development of the country’s transport infrastructure.

The Head of State was informed about the progress of the project.

The airport, built in 1978, no longer met modern requirements. Due to the limited load capacity of the runway, lack of modern lighting system and other infrastructure, the airport had limited opportunities to receive flights.

To date, the first stage of reconstruction has been completed. A new runway 3,300 meters long and 60 meters wide, a taxiway and parking areas for aircraft have been built. The drainage system has been updated and underground water has been eliminated. The construction of a second taxiway is underway, as well as the installation of modern radar, meteorological and light-signaling equipment of CAT-II category in accordance with ICAO standards.

Upon completion of these works, the airport will be able to receive large Boeing and Airbus aircraft, including flights at night and under unfavorable weather conditions. This will increase the number of daily flights by 10 times.

The second stage involves the construction of a new passenger terminal. The capacity will increase from 300 to 1,000 passengers per hour and the number of flights from 584 to 3,700 per year. This will significantly expand the possibilities of air communication with the city of Andijan and the entire Fergana Valley.

Currently, the airport already operates regular flights on the Tashkent-Andijan-Tashkent route.

The President instructed to organize effective management of the airport, improve the availability of services and increase the number of both domestic and international flights.

In general, large-scale work is being carried out in the country to modernize airports. In recent years, airports in Samarkand, Termez, Urgench, Shakhrisabz, Muynak, Kokand and Zaamin have been renovated. Reconstruction is ongoing in a number of other regions.

A master plan of the international tourist center reviewed



On April 14 President Shavkat Mirziyoyev got acquainted with a presentation of the master plan of the “Sea Breeze Uzbekistan” international tourist center.

Due to the favorable investment climate in the country advanced ideas appear in all spheres, new major projects are implemented. In particular, only in the tourism sector over 2 thousand new entrepreneurs started operations in the past years. Last year the number of foreign tourists reached 10 million for the first time. In Bostanlyk district of Tashkent region such resorts as “Amirsoy”, “Ugam River”, as well as touristic zones “Beldersay – Chimgan – Nanay” have been created.

Such pace of development attracts more foreign investors. Earlier it was reported about plans to build an international tourist center “Sea Breeze Uzbekistan” on the shore of the Charvak reservoir. During the current presentation, the master plan of this large-scale project, developed with the participation of several foreign companies, was considered.

As it was noted, the project envisages phased construction of the center divided into 10 compact zones. Each of them will include recreation facilities and necessary services within walking distance. A bridge is planned to be built between the two banks of the reservoir for the convenience of visitors. A boulevard, beaches and recreation areas will be developed near the water, while hotels, cottages, residential houses, restaurants and spectator areas will be built on the slopes. Moreover, there will be cultural, educational, medical and sports facilities. Thus, the complex will be not only a tourist destination, but also a space for year-round living.

The Head of State emphasized that this project has a high potential and a unique concept, and instructed to provide it with the necessary infrastructure.

President of Uzbekistan holds a meeting with the head of Institute for Global Change



On April 10 President of the Republic of Uzbekistan Shavkat Mirziyoyev received a former Prime Minister of Great Britain and Northern Ireland, executive chairman of Tony Blair Institute for Global Change. 

Matters on developing a practical cooperation between Uzbekistan and this reputable structure were reviewed.

Tony Blair highly appreciated the progress and scope of the ongoing reforms on building the New Uzbekistan and expressed readiness to provide the necessary expert and advisory assistance in the framework of their further promotion.

Other key areas of cooperation were identified as measures aimed at attracting major strategic investors in the sectors of economy, technological modernization, acceleration of digitalization and introduction of artificial intelligence, implementation of joint programs and projects in priority areas.

It should be noted that the Institute, established by former British Prime Minister Tony Blair in 2016, is an international non-profit organization. It assists various countries in developing new models of sustainable and innovative growth, combating climate change and other modern challenges.

Issues on tourism and investments discussed



On April 9, a video-conference meeting dedicated to the issues of increasing tourism potential of the regions and accelerating implementation of projects with foreign investments was held under the chairmanship of the President Shavkat Mirziyoyev.

In recent years the export of touristic services in our country increased by 1.6 times reaching $3,5 billion. More than 2 thousand new entrepreneurs started working in this field. Last year the number of foreign tourists reached more than 10 million for the first time.

Infrastructure of tourism and services is rapidly developing in the regions. In the past 8 years $6,5 billion was invested in the sphere, creating 130 thousand hotel rooms.

Today there are 20 touristic villages in our country. A new international ski resort is created at the mountaintop “Oltin bel” in Parkent district. 

Practically, given the historical, cultural and natural wealth of our country, the number of tourists can be increased by an additional 2-3 times. However, there are shortcomings in some regions, including inconvenient roads and transport connections, lack of entertainment venues and interesting tourist programs.

In this regard, the meeting discussed measures to identify local opportunities, increase the number of tourist destinations and improve conditions for tourists.

For example, a significant part of the territory of Saryasi district consists of mountains with great potential for winter tourism. Projects worth $200 million to build cable cars, hotels, trade and service facilities can be implemented there. Chartak district is also known for its beautiful nature and medicinal springs.

Responsible executives have been instructed to develop a program for the development of 36 such districts and cities on the basis of ethno-, gastronomic, medical, extreme, cultural-historical, pilgrimage, winter and agro-tourism.

Today, Uzbekistan’s tourism opportunities are actively promoted on such reputable TV channels as BBC and Euronews, as well as at more than 20 international exhibitions. Visa procedures are being simplified and modern airplanes are being purchased.

At the meeting tasks have been set on utilizing these opportunities for attracting tourists from prospective markets and organizing direct flights.

Currently a National Unified Tourism Platform is being developed. Services on e-visa processing and purchasing tickets will be connected to it. It’s also planned to introduce a unified touristic card ensuring access to all historical monuments.

In the recent years the attention to internal tourism has been increased, the number of local tourists reached 23 million. However most of the citizens still haven’t travelled to other regions.

In this context one weekend per month will be announced “days of travel with family and colleagues”. The winners of youth contests will be awarded trip vouchers “Travel in Uzbekistan”. 

One more area – work with the cultural heritage objects. In the past 4 years restoration and conservation of 327 of such complexes was conducted. Now additional 485 objects require repair. 

It was noted that private sector can be actively involved in such work and business-projects can be implemented. Tasks on improving mechanisms for renting objects of cultural heritage and digitalizing accounting of income from them have been set. 

The duration of higher education in tourism has been reduced from 4 to 3 years, and a dual system has been introduced. Now it is planned to organize internship and work of students abroad.

In general, it was noted that due to such measures this year it is possible to attract 15 million tourists and bring the export of tourist services up to $4 billion.

The second issue on the agenda of the meeting was the analysis of investment projects implemented in cooperation with foreign countries.

Only for the first quarter of this year during visits to the United Arab Emirates, Malaysia, Kuwait and France agreements were reached on 178 projects totaling $39 billion. At a recent summit in Samarkand, the European Union announced the allocation of 12 billion euros to Central Asia.

Considering this, it is planned to attract $42 billion of foreign investment in 2025. It is envisaged to implement 81 large, as well as more than 8 thousand medium and small projects, attracting $2 billion in grants from donor organizations and $6 billion from banks.

The meeting analyzed in detail the possibilities of attracting investments by regions and partner countries.

For example, in Altynsay district, which was previously unattractive for investors, where there is no railroad and main roads, three large projects worth $100 million are being implemented. In Kushrabat district two new projects on extraction and processing of granite worth $75 million have been launched. It was emphasized that there are such opportunities in every region with an appropriate approach.

Last month, “Investors’ Day of Uzbekistan” was held in London, where agreements were reached on attracting 2 billion 770 million dollars. The need to hold similar events in such major centers as New York, Singapore, Hong Kong, Dubai, Shanghai, Tokyo and Istanbul has been noted.

It is planned that within the framework of a large-scale privatization program, state shares in 49 enterprises will be put on the international market, and 15 large state-owned enterprises will issue eurobonds. These measures are an excellent opportunity to attract foreign investment.

International investment forums will be held in April in Jizzakh and in June in Tashkent. The necessity to efficiently prepare a package of projects for presentation to investors was emphasized.

Due to the transition to a new system of work with international financial institutions, $706 million has been utilized since the beginning of the year. Projects in the spheres of thermal power engineering, regional electric networks, agriculture, road and railroad infrastructure have made significant progress.

At the same time, there were cases of late implementation or unreasonable delays. It was stated that henceforth, changes to completed projects should be considered exclusively by the government, and additional work should be carried out only after the completion of the main project, at the expense of savings.

Currently, jointly with international financial institutions, projects worth $20 billion are being implemented in the energy, transport, agriculture, communal and social spheres. Today, foreign partners widely support the reforms carried out in the country.

For example, representatives of the World Bank, EBRD, Asian Development Bank, French Development Agency and Islamic Development Bank visited the regions and agreed to finance projects worth $1.5 billion.

Deputy Prime Minister has been instructed to spread this experience to other regions and additionally develop projects for at least $3 billion.

During the meeting, proposals of ministers, khokims, ambassadors abroad and entrepreneurs of tourism industry were heard.

On April 9, President Shavkat Mirziyoyev reviewed the presentation of proposals on the formation of legal bases for urban planning renovation.

Over the past eight years, the population of our country has increased by 6 million people. About half a million residential buildings have been built during this period. In particular, last year high-rise buildings for 100 thousand apartments were constructed. This year it is planned to build even more – more than 130 thousand apartments.

It is expected that in the coming years the population will reach 40 million people. At such growth rates, there will be a need for 140-150 thousand new apartments every year. This means that about 2 thousand additional hectares of land will be needed per year. However, land resources are limited.

In this context, the renovation program becomes an effective solution. For example, there are about 17 thousand old two- and three-storey houses in the country. Their living conditions no longer meet modern requirements. Electricity, gas and water supply networks, as well as other infrastructure are significantly worn out, and many houses do not have a sewage system at all.

If modern 7-9-storey houses are built in their place, three times more people will be able to live there. Most importantly, the new apartments will have modern communications, hot and cold water, and a sewage system. People will be able to live in a clean, comfortable and landscaped environment. As a result, thousands of families will improve their living standards, and what is especially important – for the first time they will feel such comfortable conditions in their native district.

Another important aspect is energy saving. With compact development, infrastructure networks and energy resources will be used much more efficiently.

So far, there is no single regulatory document in this area. In this regard, a draft law “On Urban Renovation” was developed based on international experience.

During the presentation the legal, financial and organizational aspects of the renovation system were considered.

It is assumed that the implementation of such programs will be carried out in three stages. At the first stage, in cities and districts the territories suitable for renovation will be identified and the corresponding projects will be developed. Housing owners will be offered either new housing or compensation. All agreements will be concluded individually with each owner and notarized.

At the second stage, the renovation program will be reviewed by regional and republican councils, and a construction organization will be determined. The third stage involves the construction and commissioning of new houses.

The economic potential of the areas covered by the renovation program will also increase. The first and second floors of the new houses will house retail outlets, service enterprises and small production shops. In addition, according to calculations, the implementation of this system will save 20 thousand hectares of land.

In particular, it is planned to build 20 thousand apartments at the first stage of renovation.

The Head of our state emphasized the importance of implementing such projects, primarily taking into account the interests of local residents, based on a clearly structured and fair system. In this regard, it was pointed out that responsible executives, district khokims and their deputies in relevant areas will undergo additional training on the procedure of renovation and effective organization of this work.

The issues of infrastructural provision of renovation zones, development of trade and services around the new residential areas were also discussed.

President of Uzbekistan underscores significant results of fruitful cooperation with Inter-Parliamentary Union



On April 7, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received the delegation of the Inter-Parliamentary Union, consisting of the chairperson of this authoritative body Tulia Ackson and the Secretary General Martin Chungong.

The high representatives of the Inter-Parliamentary Union sincerely congratulated the Head of our state on the successful organization of the Union’s anniversary Assembly in Tashkent and his keynote speech at its plenary session.

It was emphasized that holding such a large-scale forum in Uzbekistan and the full support of the proposed initiatives are international recognition of the irreversible reforms in the New Uzbekistan, especially in the field of parliamentary development.

The highest level and fruitful nature of cooperation with the Union were noted with satisfaction.

Over the past few years, joint efforts have led to the organization of the Inter-Parliamentary Forum on the Sustainable Development Goals in Bukhara and the 14th Summit of Women Speakers of Parliament in Tashkent.

In addition, a special resolution was adopted by the UN General Assembly on strengthening the role of parliaments in achieving the Sustainable Development Goals.

During the conversation, the importance of parliamentary diplomacy in strengthening peace and constructive dialogue between countries and peoples was emphasized, along with the expansion of legislative activities in the areas of “green” development and artificial intelligence, implementation of programs to increase the involvement of women and youth in parliamentary activities.

At the end of the meeting, in recognition of the significant contribution to the development of cooperation and effective promotion of parliamentary diplomacy, the President of Uzbekistan personally awarded the Secretary-General of the Inter-Parliamentary Union Martin Chungong with the “Dustlik” Order.

It is worth noting that in 2017, Uzbekistan resumed its participation in the work of the Union and is now fully represented in its executive structures.
