A Declaration on establishing a strategic partnership signed



Following the talks between the Presidents of Uzbekistan and the United Arab Emirates in Abu Dhabi, the following documents were signed:

– Declaration on the Establishment of Strategic Partnership;

– Intergovernmental Agreement on Mutual Promotion and Protection of Investments;

– Intergovernmental Agreement on Financial and Technical Cooperation;

– Agreement on cooperation in the field of standardization, metrology and conformity assessment;

– Interagency agreements on investment cooperation, cooperation in the fields of industry and advanced technologies, justice, agriculture and food security, in the field of minerals; 

– Protocol on Cooperation in the field of culture, Agreement on Cooperation between diplomatic academies and others.

Leaders of Uzbekistan and UAE agree to start a new era of economic partnership



On January 15, at the Qasr al-Shati residence in Abu Dhabi President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the United Arab Emirates Sheikh Mohamed Al Nahyan held talks in a narrow format with the participation of members of official delegations.

At the beginning of the meeting, the President of Uzbekistan expressed sincere gratitude to the President of the UAE for the invitation and warm welcome, and congratulated him on the successful holding of the international “Abu Dhabi Sustainability Week”.

The heads of state discussed key issues of further deepening Uzbek-Emirati relations of friendship and multifaceted cooperation, including in political, trade and economic, investment, innovation, cultural, humanitarian and other priority spheres.

It has been noted that the peoples of Uzbekistan and the Emirates are firmly linked by deep historical roots, common values and traditions, the sacred religion of Islam. 

It was emphasized that the Uzbek leader’s visit to the UAE opens a new page in the history of bilateral relations – they are reaching the level of strategic partnership.

It was noted with satisfaction that the volume of trade turnover and investments, the number of joint ventures have surged in recent years. The frequency of direct flights has increased, visa-free regime has been introduced. 

As part of the visit, a solid portfolio of new projects with leading Emirati companies, mainly in high-tech industries, was formed.

In order to further strengthen political contacts, the importance of further development of dialogue between the foreign ministries of the two countries was emphasized.

The leaders of the two countries also identified 6 key areas of the new model of economic cooperation in such key areas as artificial intelligence, digitalization, green energy, urban development and infrastructure, tourism, and private business. An agreement was reached to establish separate working groups for each priority vector of cooperation.

The sides supported the proposal to declare 2025-2027 a “New Era of Economic Partnership between Uzbekistan and the UAE”.

In this context, the key task is to adopt measures aimed at increasing mutual trade by 10 times by 2030 and bringing the investment portfolio to $50 billion.

The sides expressed interest in further strengthening ties between business circles of the two countries and expanding investment activities of Emirati companies in Uzbekistan. 

Particular attention was paid to expanding cultural and humanitarian exchange. 

The Head of our state proposed to launch a joint program to train highly qualified personnel and conduct scientific research in the field of artificial intelligence in cooperation with Mohamed bin Zayed University.

During the talks, preparations for upcoming summit events were discussed, including the second dialogue summit “Central Asia – Gulf Cooperation Council” scheduled for this year in the city of Samarkand.

The leaders also exchanged views on topical aspects of international politics.

President of Uzbekistan discusses practical measures on further expanding multifaceted partnership with the Vice President of the UAE



President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting with Vice President of the United Arab Emirates Sheikh Mansour Al Nahyan as part of the program of his stay in Abu Dhabi.

Topical issues of further enhancing multifaceted cooperation and practical interaction in priority areas were discussed.

The outcomes of the historic high-level talks held today, bringing Uzbek-Emirati relations to the level of strategic partnership, have been noted with satisfaction.

Support has been expressed for the full-scale practical implementation of the agreements reached earlier with the heads of leading Emirati companies and holdings. 

During the meeting, particular attention was paid to the issues of further increasing the volume of mutual trade and investment. The importance of promoting cooperation projects on developing housing and transport infrastructure, energy, mining, urban development, digitalization and others was noted.

The implementation of joint projects and programs in the field of artificial intelligence, including training of relevant specialists, was identified as a promising direction.

President of Uzbekistan holds a meeting with the heads of AMEA Power, М42 and IFFCO companies



In continuation of the business program of his visit to Abu Dhabi, President of the Republic of Uzbekistan Shavkat Mirziyoyev met with the heads of AMEA Power Hussain AlNowais, M42 Hasan Jasem Al Nowais and IFFCO Group Shiraz Allana.

AMEA Power is a fast growing company in the renewable energy sector. It has a portfolio of projects totaling over 6 gigawatts of capacity in 20 countries. M42 is one of the leading healthcare services companies utilizing innovative technologies. IFFCO Group manages more than 100 brands in the food sector.

The issues of promoting joint projects and increasing innovative cooperation with Emirati companies in energy, innovation, healthcare and food industries were discussed. 

The dynamic development of partnership with AMEA Power was noted with satisfaction. Particular attention was paid to accelerating the implementation of projects for the construction of wind farms, energy storage systems, and the creation of high-tech production facilities in petrochemicals.

In addition, interest was expressed in strengthening mutually beneficial partnerships with M42 in the field of genomics, and with IFFCO Group in the production of ingredients for the food industry and household chemicals.

President of Uzbekistan underlines the importance of further diversification of investment cooperation with the UAE



On January 14, within the framework of the visit agenda in Abu Dhabi President of the Republic of Uzbekistan Shavkat Mirziyoyev met with a delegation of leading companies of the United Arab Emirates headed by the UAE’s Minister of Investment, Chief Executive Officer of “ADQ” holding Mohamed Hassan Alsuwaidi.

The meeting was attended by the heads of AD Ports Group Mohamed Juma Al Shamisi, Tadweer Ali Al Dhaheri, Plenary Group Moustafa Fahour and DUCAB Mohammed Al Qurashi.

These companies are among the world leaders in their respective industries with total assets exceeding $200 billion.

Opportunities to expand practical cooperation and increase investment portfolio in high-tech industries were discussed. 

The intensively developing partnership with the UAE in various economic aspects was noted with great satisfaction. Joint measures are taken to promote investments, development of industry and advanced technologies.

Further steps have been outlined to expand mutually beneficial cooperation with each company. These include joint projects in the areas of infrastructure development, urban planning, energy, transportation and logistics, mining, electrical engineering, public utilities and others. 

Agreements were reached to accelerate implementation of projects on introducing innovative technologies, developing rare-earth metal deposits, developing regional railroads and creating “dry” ports, producing cable products, promoting PPP projects in the field of education and medicine.

At the end of the meeting it was agreed to adopt a roadmap for all areas of practical cooperation.

President of Uzbekistan advocates for developing partnership with the UAE in artificial intelligence



On January 14 within the framework of the business program in Abu Dhabi, President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting with Omar bin Sultan Al Olama, Minister of Artificial Intelligence of the United Arab Emirates.

The meeting was also attended by the heads of companies such as Presight Thomas Pramotedham, AIQ Magzhan Kenesbai and Khazna Hassan Alnaqbi, and President of Mohamed bin Zayed University of Artificial Intelligence Eric Sing.

Presight, AIQ and Khazna are among the top leaders in big data analytics and artificial intelligence. Mohamed bin Zayed University is the world’s first institution of higher education specializing in artificial intelligence research.

The meeting explored ways to expand strategic partnerships with Emirati companies aimed at developing advanced technologies and their successful implementation in various industries.

Agreements were reached to expand cooperation in developing generative artificial intelligence, including application of “big language models” in the energy sector, establishment of a large data processing center in Tashkent.

Particular attention was paid to the intensification of exchanges with the Mohamed bin Zayed University of Artificial Intelligence. The President of our country suggested launching a student training program and adopting a “road map” for training highly qualified personnel in this field.

The sides discussed plans to jointly launch research laboratories, create technological clusters and introduce innovative solutions for contactless payment transactions.

New Uzbekistan open for wide practical cooperation in sustainable and “green” development



President of the Republic of Uzbekistan Shavkat Mirziyoyev addressed the “Abu Dhabi Sustainability Week” summit held in the capital of the United Arab Emirates on January 14.

President of the United Arab Emirates Sheikh Mohamed Al Nahyan, President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister of the Italian Republic Giorgia Meloni, Prime Minister of Malaysia Anwar Ibrahim, Prime Minister of the Republic of Finland Petteri Orpo, as well as heads of state and government of a number of other countries, international organizations and financial institutions are also attending the summit.

In line with the agenda of the forum, the issues of sustainable development, promotion of innovations, green economy and regional interconnectivity were discussed.

In his speech, the Head of our state noted that nowadays diversification of energy sources and drastic reduction of the share of hydrocarbons are the main conditions for mitigating the consequences of climate change, ensuring sustainable development and global security.

It was emphasized that the strategic goal of New Uzbekistan is to ensure environmental sustainability and economic growth through the transition to a resource-saving, “green” model of development.

– That is why 2025 has been declared the “Year of Environmental Protection and Green Economy” in Uzbekistan, – underlined Shavkat Mirziyoyev.

The President of Uzbekistan noted that our country has developed a long-term Strategy of low-carbon development and the National Program of “green” financing. In the next 5 years, “green” components in investment projects will be increased up to 50 percent.

Work is underway to introduce national systems for monitoring greenhouse gas emissions and emissions trading. It is planned to reduce greenhouse gas emissions by 35 percent by 2030, with a subsequent gradual increase of this indicator.

Within the framework of the “Yashil Makon” program, at least 30 per cent of urban areas in the country will be greened. Systematic measures are being taken to achieve 100 percent coverage of agriculture with water-saving technologies.

Shavkat Mirziyoyev drew attention to the swift development of “green” capacities to fully meet the energy needs of the rapidly growing economy of our country.

– Over the past 5 years, almost $20 billion of foreign investments have been attracted to the energy sector, modern energy capacities of 9.6 gigawatts have been put into operation. In particular, 14 solar and wind power plants with a capacity of 3.5 gigawatts, as well as 2 energy storage systems for 300 megawatts have been created, – noted the Head of State.

Currently, more than 50 large projects worth over $26 billion are being implemented jointly with foreign partners to produce a total of 24 gigawatts of electricity. By 2030, it is planned to increase the share of renewable energy sources to 54 percent.

– Today, green development in Uzbekistan has been raised to the level of a nationwide movement, – said Shavkat Mirziyoyev.

The Head of our state stressed the importance of increasing regional cooperation to turn Central Asia into one of the centers of development of “green” economy and “clean energy”.

The first steps have been taken to revive the Great Silk Road through energy interconnectivity. The multilateral agreement recently signed with Kazakhstan and Azerbaijan within the framework of COP-29 will allow for the export of green energy to Europe.

– I would like to emphasize that the United Arab Emirates is our reliable and strategic partner in the field of green energy, – said the leader of Uzbekistan.

In recent years, the investment portfolio with the Emirates has exceeded $26 billion. Renewable energy projects are the driving force.

Together with Masdar, 5 power generation facilities with a total capacity of 1.5 gigawatts have been commissioned. Three projects will be implemented to create generating capacities of 1.6 gigawatts, and energy storage systems with a capacity of about 520 megawatts per hour will be built.

Similar projects are also being implemented together with other leading Emirati companies, as well as partners from Saudi Arabia, Qatar, Turkey and China.

President Shavkat Mirziyoyev expressed our country’s interest in joint implementation of the huge potential of Central Asia in the field of solar, water and wind energy, as well as the production of “green” hydrogen.

According to preliminary estimates, Uzbekistan alone has the potential to produce 500 gigawatts of solar, 100 gigawatts of wind and 10 gigawatts of hydro energy.

Our region is rich in huge reserves of uranium and other important strategic raw material resources.

– We are ready to provide our foreign partners with the most favorable conditions in this field, – highlighted the leader of Uzbekistan.

He called on leading scientific centers, experts and scientists participating in the forum to actively cooperate with the Green University opened in Tashkent in the implementation of research and innovation programs.

It was proposed to create an international research network on combating land degradation and desertification at this university.

It was noted that at the summits COP-28 and COP-29 in Dubai and Baku, as well as other international forums Uzbekistan has put forward a number of initiatives to combat the negative consequences of global climate change.

Among them are the establishment of the International Center for Damage and Loss Assessment, ensuring the safety of river ecosystems, establishing a regional hub for the introduction of water-saving technologies, creating a bank of plant genetic resources and others.

– We are ready to start practical work in these areas with all our partners, – said the President of Uzbekistan.

The Head of State informed that the regional concept of “green” development will be presented at the upcoming conference on global climate problems in Central Asia to be held in Uzbekistan this year.

He also invited representatives of the countries participating in the summit to the Global Youth Festival of Digital Green Initiatives scheduled to take place in the Aral Sea region on May 15, on International Climate Day.

At the end of his speech, the leader of our country once again emphasized the readiness of New Uzbekistan for broad practical cooperation on the path of sustainable and “green” development.

Address by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the summit of the Abu Dhabi Sustainability Week



Distinguished participants of the forum!

First of all, I would like to extend my sincere gratitude to my dear brother, His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of the United Arab Emirates, for his kind invitation to this summit.

Ever-growing profile of the Abu Dhabi Sustainability Week proves that the Emirates has become one of the centers of international dialogue on sustainable development, innovations, green economy and regional connectivity.

Another vivid evidence is the fact that this beautiful country has successfully and productively hosted the World Climate Summit COP28.

Distinguished heads of delegations!

Today, energy diversification and the drastic reduction of hydrocarbons’ share in the energy mix are the key factors in mitigating the consequences of climate change, ensuring sustainable development and global security.

The strategic goal of the New Uzbekistan is to ensure environmental stability and transition to a resource-efficient green economic development model.

It is therefore that we have declared the year 2025 as the “Year of Environmental Protection and Green Economy” in Uzbekistan.

We have developed a long-term Low-Carbon Development Strategy and a National Green Finance Program. We will increase the share of green components in investment projects up to 50 percent in the next five years.

We will also introduce Measurement, Reporting and Verification System and National Emissions Trading System. By 2030, we intend to reduce greenhouse emissions by 35 percent and continuously increase this commitment.

As part of the Green Space Program, at least 30 percent of urban areas will be transformed into green spaces. We are systemically working to increase introduction of water-saving technologies in agriculture to 100 percent.

Dear participants of the summit!

We are rapidly increasing our green capacity to fully satisfy the energy needs of our fast-growing economy.

Over the past 5 years, we have attracted almost $20 billion of foreign investment into energy sector and built 9,6 gigawatts new energy capacity. For instance, 14 solar and wind power plants with 3,5 gigawatts capacity, as well as 2 energy storage systems with 300 megawatts capacity have been commissioned.

More than 50 major projects with 24 gigawatts energy capacity and worth over $26 billion are underway with foreign partners. By 2030, we plan to increase the share of renewable energy in our country to 54 percent.

Today, the green development has reached the level of a nationwide movement in Uzbekistan.

We are committed to strengthening regional cooperation in this sector and turning Central Asia into one of the centers of green development and clean energy.

We have also taken the initial steps in revitalizing the ancient Great Silk Road through energy connectivity. Recently, during COP29 summit we signed the multilateral agreement with our partners from Kazakhstan and Azerbaijan, which will enable us to export green energy to Europe.

I would like to underline that the United Arab Emirates is our reliable and strategic partner in green energy. In recent years, the investment portfolio with the Emirates has exceeded $26 billion. Among them, renewable energy projects are the main driver.

Together with the organizer of today’s global summit, the Masdar company, we have put into operation 5 power generation facilities with a total capacity of 1,5 gigawatts. Three additional 1,6 gigawatt generation projects and a 520 megawatt-hour energy storage facilities are on the pipeline.

We are also implementing similar projects with other leading Emirati companies and our partners from Saudi Arabia, Qatar, Turkiye and China.

Dear participants of the forum!

We are interested in jointly realizing Central Asia’s enormous potential in the solar, water, wind energy, and green hydrogen.

According to preliminary estimates, Uzbekistan alone has the potential to generate 500 gigawatts of solar, 100 gigawatts of wind and 10 gigawatts of hydropower.

Our region is also rich in uranium and other key strategic raw materials. In this direction, we are ready to provide all favorable conditions for every our foreign partners.

We invite prestigious research centers, experts and scientists participating in this forum to actively cooperate in the implementation of research and innovation programs with the Green University established in Tashkent.

I also propose to establish on the basis of this University an International Research Network for Combating Land Degradation and Desertification.

Moreover, at the COP28 and COP29 summits in Dubai and Baku and international forums we put forward initiatives to mitigate the consequences of global climate change, namely to establish an International Center for Climate Loss and Damage Assessment, to ensure the safety of river ecosystems, set up a Regional Hub for Water-Saving Technologies and a Plant Genetic Resources Bank. We are ready to start practical work with all of our partners.

We will present the Regional Green Development Concept at the Central Asia Climate Change Conference to be held in Uzbekistan this year.

We also invite your representatives to the Global Youth Digital Green Initiatives Festival that will take place in the Aral Sea region on the International Climate Day – May 15.

President of Uzbekistan participates in the opening ceremony of the international summit “Abu Dhabi Sustainability Week”



At the invitation of President of the United Arab Emirates Sheikh Mohamed Al Nahyan, President of the Republic of Uzbekistan Shavkat Mirziyoyev is paying an official visit to Abu Dhabi.

Today on January 14, the Head of our state took part in the opening ceremonies of the International Summit “Abu Dhabi Sustainability Week” and awarding of the Sheikh Zayed Sustainability Prize.

President of the Emirates Sheikh Mohamed Al Nahyan, President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister of Malaysia Anwar Ibrahim, President of Nigeria Bola Tinubu, President of Rwanda Paul Kagame, President of Seychelles Wavel Ramkalawan, President of Uganda Yoweri Museveni, as well as heads of state and government of other foreign countries also participated in the event.

A joint photo session was held after the UAE Head of State welcomed the distinguished guests.

Abu Dhabi Sustainability Week is a global platform established in 2008 by the UAE Government and “Masdar” to address the world’s sustainable development challenges. The forum aims to contribute to accelerating sustainable development in the world, economic, social and environmental progress, ensuring food and water security, promoting energy conservation and decarbonization.
The agenda of the current summit includes the issues of ensuring sustainable development, promoting innovations and new technologies in the field of green economy, strengthening regional cooperation in the field of energy and food security.

As part of the forum, an award ceremony is held to recognize achievements in the field of sustainable development with an award named after the late Emirati founding father Sheikh Zayed Al Nahyan. This year, the Presidential School in the city of Tashkent was announced the winner in the Global High Schools category of the award.

The award was presented by the President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan.

President Shavkat Mirziyoyev met with the school representatives and warmly congratulated them on the victory.

President of the Republic of Uzbekistan departs to the United Arab Emirates



At the invitation of the of President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan, on January 13 President of the Republic of Uzbekistan Shavkat Mirziyoyev departed to this country with an official visit. 

In accordance with the program negotiations at the highest level, as well as bilateral meetings with the heads of leading organizations, companies and banks of the UAE will be conducted in the Emirates’ capital of Abu Dhabi. 

President of Uzbekistan will also participate in the activities of the international summit “Abu Dhabi Sustainability Week”. 
In the framework of the visit, the Head of our state will visit Dubai, where he will hold a meeting with Vice President, Prime Minister of the United Arab Emirates, Emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum.
