Experience on creating berry gardens is expanding

President Shavkat Mirziyoyev visited an agri-industrial garden created in the Chimyon mahalla in Bostanlyk district.

Bostanlyk is rich in water and fertile land. This creates opportunities for the harmonious development of tourism and agriculture sector. In particular, on an area of 3 thousand hectares in Chimyon mahalla cultivation of raspberries, black current, strawberries and hazelnut is being organized.

The total cost of the project exceeds $60 million. These funds will help develop gardens, build enterprises on fruit processing and large storage. Already now, export varieties of raspberries and strawberries are planted on 50 hectares, which are fully ensured with drip irrigation. Revenue from 400 million soums is expected from each hectare of the raspberry, up to 500 million soums – of strawberry.

After the project’s full completion, it’s planned to cultivate around 24 thousand tons of product per year, its significant part – hazelnut and berries will be sent for export. Most importantly, over 12 thousand jobs will be created in the gardens.

The Head of State, having supported the project, underscored the necessity to develop processing. For this a modern approach is required – from varieties’ selection and land cultivation to the collection and sorting of fruit. This will ensure high quality and competitiveness of the products, strengthen the positions on export markets. Upon gardens’ development and developing new enterprises and relevant services around them, people can work locally without travelling too far. This will become an additional source of income for them and an incentive for developing economy of the region.

The President also instructed to study the opportunities of other foothill and pasture territories for organizing similar gardens.

– This garden shows the hard work and love that has been put into it. The main result is income and benefits for the people. Moreover, these indicators are many times higher than those for traditional crops. Therefore, it is necessary to teach more people how to grow and earn income from berry crops, – noted Shavkat Mirziyoyev.

President Shavkat Mirziyoyev got acquainted with the amenities of the new all-season touristic complex in Bostanlyk district of Tashkent region.

In the past years the infrastructure is actively developed here, conditions are being created for interesting leisure during any time of the year. Such major objects as “Amirsay”, “Chinarkent”, “Charvak gates”, as well as modern hotels, leisure zones and enterprises of public catering have already been put into operation.

Now an international all-season resort “Chimgan” has joined them. 1 278 hectares of land have been allocated for this project, implemented together with a French company MND. Hotels and a cable car, lifting tourists on the height up to 3 300 meters above the sea level, will be built within its framework. This will allow to organize full-fledged tourism during the whole year: in winter – ski and snowboard, during other seasons – mountaineering, walking tours and entertaining leisure.

The Head of State toured the hotels, restaurants and trade complexes of the resort. Particularly, a six-story modern hotel will receive 320 tourists and service up to 45 thousand guests on average per year.

It’s important that the hotel management will be organized jointly with Wyndham brand, which will guarantee a high service level and strengthen the international image of the country’s tourism sector.

In the framework of one more project, apartment-hotels for 5 and 7 floors, a seven-story hotel and a two-story restaurant have been built. Their capacities can receive over 54 thousand tourists annually.

Over 100 people are employed here. In parallel, the construction of six chalet- houses continues.

The President emphasized the importance of implementing advanced expertise during the construction of new complexes and organization of the service sphere, as well as improving the qualifications of personnel. Instructions were given on active promotion of the region’s opportunities on the tourism platform and attraction of both domestic and foreign tourists.

A parking space for 300 places has been created on the territory of the complex, the first floor of which is provided for the restaurant, children playground and trade facilities. This provides not only convenience but also an opportunity for the guests to receive a wide range of services in one place.

Overall, thanks to the all-season resort “Chimgan”, thousands of new jobs will be created in the service sector, and the local population will receive a source of stable income. The modern service will attract a large number of foreign and domestic tourists.

The tourism development in Bostanlyk follows close interconnectedness with other sectors, changing the economic outlook of the region. A road tunnels was built in the framework of the project, becoming a significant element of the entire infrastructure.

The tunnel includes a 1 450-meter section of road, two bridges and pedestrian paths. It significantly shortens the route to the region’s mountain resorts, improves safety and facilitates traffic flow. More than 500 cars per hour will be able to pass through the tunnel smoothly and comfortably.

It was noted that convenient roads are a key factor in fully unlocking the region’s tourism potential and developing the economy. The need to treat nature with care and foster an ecological culture among visitors was also emphasized.

Respect for the teachers and opportunities for the youth – foundation of the country’s future

A solemn event dedicated to the Teachers’ and mentors’ Day was held in Bostanlyk district of Tashkent region.

In the beginning, President Shavkat Mirziyoyev congratulated all teachers who dedicated their life to the noble task of educating and upbringing the youth generation, and expressed deep respect and appreciation.

According to the decree of the President of the Republic of Uzbekistan dated September 11 this year, a group of workers, which demonstrated exemplary results in the system of education and upbringing, was awarded with honorary titles, orders and medals. The awards were also presented to the entrepreneurs, who built schools at their own cost, as well as foreign partners facilitating the implementation of advanced practices in education.

These awards were presented at a ceremony during the meeting.

I award these titles, orders and medals to the representatives of many spheres. But I await for the day, when the teachers are awarded, with a special feeling. May our country see more and more dedicated teachers who deserve the highest awards, – said the President.

On the behalf of the awarded, the representatives of the sphere presented and expressed gratitude to the Head of State for the attention to the education and high respect to the teachers’ work.

Further, a dialogue on the measures for sphere’s development took place. Over 40 thousand teachers and mentors nationwide took part in it via a video connection.

In his address, the Head of State noted that in the past eight years the country’s economy grew twofold, and the volume of the gross domestic product will reach $130 billion by the end of the year.

On this strong economic basis, the expenses on education and science were increased by 6 times – up to 378 trillion soums. The President underlined that the increase in the quality of education, improvement of the working conditions and lives of the teachers and mentors will remain a key priority of the reform.

Initiatives for developing all stages of the education system and further expanding opportunities of youth and teachers were determined at the meeting.

If in 2017 over 4 thousand mahallas didn’t have a single kindergarten, and the pre-school education coverage didn’t exceed 27 percent, then today the number of kindergartens exceeded 38 thousand, and the coverage – 78 percent. Due to the preferences and opportunities announced recently not a single mahalla will be left out without pre-school education and the coverage will be no less than 80 percent.

The wage of the heads and teachers of kindergartens increased by almost two times. A system, in which part of the wages of the teachers and expenses on the child in private kindergartens will be covered by the budget, is being implemented.

From now on, the teachers of state and private kindergartens will be able to receive higher education on-the-job. Similarly to the Presidential schools, kindergartens in “Yangi avlod” format will be created in each region, where teachers will study advanced pedagogical technologies.

The longest and the most decisive stage is school education.

In the past 34 years the country’s population doubled and exceeded 38 million. Now there are 6,5 million students being educated in schools. In the past eight years over 500 new schools have been built, at the expense of expanding the current ones 1 million student places have been created. Over 200 thousand children are studying in private schools.

In order to guide students toward professions or higher education based on their abilities, unified state exams will be introduced for 9th and 11th graders. This will allow approximately 400 thousand 9th grade graduates to receive training at technical colleges. Those who continue their education at school and intend to enter higher education institutions will study selected subjects in depth.

Every year, tens of thousands of schoolchildren receive international language and subject certificates. Now, such certificates will be taken into account in the final exam.

The Head of State focused separately on issues of vocational education. 2026 has been declared the year of training young people in modern professions.

To this end, Agency for Vocational Education is being created. Its main task is to introduce a new educational environment and international standards in all 598 technical colleges.

During the year, 100 technical colleges will establish cooperation with educational organizations in Germany, Switzerland, China, Korea, and the UK, and implement their most advanced programs.

In addition, any applicant with professional skills will be able to take exams based on foreign qualification assessment systems at these technical colleges and obtain an international certificate.

Starting this academic year, the international BTEC program has been launched in 14 technical colleges in collaboration with the British company Pearson. It will enable young people to obtain demanded professions in the fields of tourism, information technology, medicine, construction, logistics, electrical engineering, energy, mechanical engineering, biotechnology and the creative economy.

Next year, 456 major projects worth about $45 billion will be launched in the industry. Technical colleges will introduce dual training for each project along the “investor-industry-technical college” chain.

A competition will be held between enterprises and technical colleges with specific joint projects to create modern workshops. The winners will be provided with modern equipment and inventory for workshops and sports.

Overall, the coverage of dual training will increase fivefold. Partner enterprises will be granted preferential loans of up to 5 billion soums, and the single social payment for students in the dual system will be halved.

Mastering new technologies and finding employment require knowledge of foreign languages. Therefore, the number of foreign language hours in technical colleges will be increased fourfold.

In accordance with the decree of the President, the position of advisor will be introduced in schools. Starting in the 7th grade, he will select students based on their academic performance and professional interests and guide 9th grade graduates to enroll in technical colleges.

In addition, this year, 200 thousand 11th grade graduates who did not enter universities will undergo vocational training at technical colleges in short-term programs lasting 3-6 months.

– What is the goal of our new initiatives? If every child masters a profession and is able to earn a living, families will be prosperous, and there will be peace and harmony in the mahallas. I am confident that parents will support this, – said Shavkat Mirziyoyev.

Measures have been identified to improve the qualifications and status of teachers and masters at technical colleges. A certification system is being introduced: technical college teachers will receive a bonus of 30 percent of their salary for a national certificate and 50 percent for an international certificate. This will benefit the 30 thousand-strong teaching staff at technical colleges. Salaries for directors and their deputies will also be increased. Technical colleges will introduce bonuses for academic degrees and scientific titles.

In recent years, higher education coverage has grown rapidly: the number of universities has increased from 77 to 202, and the total number of students from 250 thousand to 1,5 million.

In the era of the “fourth industrial revolution,” demand for technological minerals is growing worldwide. It is estimated that our region accounts for 10-15 percent of the world’s reserves of tungsten, molybdenum, zinc and titanium. To turn these vast resources into high value-added products, science, knowledge and innovation are needed above all else.

In this regard, instructions have been given to build a system of cooperation between science and business based on mutual benefit. An additional 100 billion soums will be allocated to cover the costs of research and development work on inventions.

Recently, the winners of the inventors’ competition in nine categories were awarded electric cars. The runners-up will be sent on internships abroad, and third-place winners will receive cash prizes.

Similar competitions will now be held in every field of higher education, among both teachers and students.

Joint educational programs will be launched in universities with top 500 universities in the fields of IT, artificial intelligence, agricultural technology, medicine, and green energy. It is planned to open branches of top 100 universities.

The President also announced a number of initiatives to improve the social conditions of teachers and mentors.

Starting in the new year, the state will cover 25 percent of the initial mortgage payment for teachers with the highest qualification category and at least 15 years of experience.

In the next academic year, children of teachers who enroll in state universities will receive a 30 percent discount on tuition fees.

To promote the widespread introduction of new educational technologies, teachers will be able to obtain a preferential loan of up to 10 million soums to purchase a computer. Starting next year, the cost of public services for teachers will be halved.

As with high school teachers, a national certification system will be introduced for primary school teachers. Certificate holders will receive a 15 percent monthly bonus.

Bachelor’s degree graduates with honors who find employment in schools will automatically be assigned the II qualification category, while master’s degree graduates will be assigned the I category.

Teachers who have enrolled in universities ranked in the top 300 in the world will be provided with a preferential education loan of up to $20 thousand.

During the meeting, there was an exchange of views with teachers and students, heads of educational institutions, and their suggestions and opinions were heard.

The support of talented youth to be expanded

On September 15, President Shavkat Mirziyoyev visited Bostanlyk district of Tashkent region and got acquainted with the conditions created in the “Renaissance” children’s health camp.

Today, education and youth policy in Uzbekistan have been elevated to the level of state policy priorities. Modern educational institutions are being built and equipped, and young people are provided not only with general education, but also with specialized knowledge in accordance with their abilities. In recent years, 14 presidential schools, 201 specialized schools, 2 sports schools and 9 creative schools have been opened in the country. Their teaching and assessment system has been implemented in 1,5 thousand schools.

A logical continuation of these reforms has been a special focus on training gifted students at the international level. Last year, a Center for subject Olympiads was created, and this year an international school was opened.

At the initiative of the Head of State, preparations have begun to prepare young people for admission to prestigious Ivy League universities in the United States. A national program has been approved for this purpose. This year, 1,5 thousand students were selected, who were assigned 208 mentors from presidential and specialized schools.

The “Renaissance” camp has become part of this system. Here, students take three-week intensive courses throughout the year. The best 40 participants will be sent to Ivy League universities for an exchange of experience.

The camp is designed for almost 500 students and has modern administrative, educational and residential buildings. For the convenience of guests, there is a hotel, a dining room and parking lots.

Summer seminars brought together winners of academic competitions, holders of international language certificates and children from socially vulnerable families. Taking advantage of equal opportunities, they strengthened their knowledge and gained a solid foundation for the future.

Whereas camps used to be seen only as a place of recreation, this approach has now changed radically. “Renaissance” has become a space for education, spiritual development and innovation.

The President toured the facilities and reviewed student projects. STEAM classes, a flight simulator and science laboratories help turn children’s interests into practical skills. The library expands their knowledge, sports grounds strengthen their health, and creative workshops support their studies in art and literature. The picturesque nature and friendly atmosphere contribute to the inspiration and aspirations of young people.

The Head of State also met with the leadership and graduates of the New Uzbekistan University.

– The potential, energy and aspirations of our youth are enormous. If we, as a state and a nation, provide quality education, our children will become leaders in all spheres, – emphasized Shavkat Mirziyoyev.

During the visit, the Al-Khorezmi University campus project was presented. The initiative aims to create new conditions for the development of young people’s knowledge and talents. The Head of State gave instructions for the effective implementation of the project and ensuring high quality.

When we started large-scale reforms in this sphere, both economists and businessmen themselves had certain concerns. But we did not stop, we continued to create conditions with faith in success and energy. We made responsible persons hear entrepreneurs.
