Completely modern conditions to be created in a renewed airport



On June 18 President Shavkat Mirziyoyev got acquainted with the progress of construction works at “Tashkent-Eastern” airport. 

With the country’s sustainable development and increasing its international attractiveness, the intensity of external economic ties and investment flow is growing. In such conditions priority attention is paid to modernizing all areas of transport infrastructure in Uzbekistan as a key factor of future growth.

One of such strategic projects is reconstruction of “Tashkent-Eastern” airport. It is designed to ensure fast, safe and comfortable air communication in line with high international standards, and relieve the main international airport of the capital.  

In the framework of the first stage the runway complex with the length of 4 kilometers was completely renewed, allowing to receive aircrafts of all classes, including the heaviest ones. 

Currently the construction of the two terminals is ongoing – for receiving official delegations and providing maintenance to business aviation, as well as apron and hangar complexes. The airport will be supplied with modern radio-technical and meteorological equipment of III-А category according to ICAO standards, which will ensure reliable flight and landing operations in the conditions of unfavorable weather.

All necessary conditions are being created in the closed hangars for safe and quality maintenance and storage of aircrafts. 

Due to its favorable location, the new airport will become an important transportation hub for Tashkent and the city of New Tashkent, as well as serve as an additional incentive for the development of the tourism industry in Tashkent region. Most importantly, opportunities for international visits and business trips will expand, and conditions for receiving foreign investors will improve. As a result, economic activity will increase, the service sector will become more active, new jobs will be created, and the investment attractiveness of our country will significantly improve.

The Head of State familiarized himself with the technical characteristics of the project, architectural solutions of the terminals and gave specific instructions to expedite construction work and improve the level of service.

President of Uzbekistan concludes the visit to Astana



The program of the working visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to Kazakhstan is concluded.

The Head of our state held a meeting in Astana with the President of the People’s Republic of China Xi Jinping to discuss topical issues of bilateral, international and regional agenda. 

The Leader of Uzbekistan took part in the second “Central Asia – China” summit. In his address, the President of our country presented his vision for further development of regional cooperation. 

In conclusion of the events the Head of our state departed to Tashkent. The high guest was seen off at the airport by the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov and other officials.

President of Uzbekistan puts forward initiatives for expanding multifaceted cooperation with China



On June 17 President of the Republic of Uzbekistan Shavkat Mirziyoyev took part in the second “Central Asia – China” summit in the city of Astana.

An event chaired by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, was also attended by the President of the People’s Republic of China Xi Jinping, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Tajikistan Emomali Rahmon and President of Turkmenistan Serdar Berdimuhamedov.

According to the agenda prospects of expanding mutually beneficial cooperation between the countries of Central Asia and China in priority areas, topical international and regional issues were reviewed. 

In the beginning of his speech President of Uzbekistan particularly noted the role of the President of China Xi Jinping in strengthening friendship and cooperation with Central Asian states, supporting sustainable development of the region through implementing concrete projects and programs. 

The major progress in interaction in the “Central Asia – China” format after the first summit in the city of Xi’an in 2023 was noted with satisfaction.

Particularly, a secretariat was established, effective meeting mechanisms of ministers and experts are in force, regulatory base of full-scale cooperation is being formed. 

Trade turnover of Central Asian states with China is growing, which will reach $100 billion this year according to estimations. 

– In our view, the development of cooperation in this format is facilitated, on the one hand, by the processes of profound transformation in Central Asia itself, which has turned into a space of trust, good-neighborliness and partnership. On the other hand, it is the unwavering commitment of the Chinese leadership to the development of friendly relations with neighboring states and the promotion of the global concept of the “Belt and Road”, – said the Head of our state.

Afterwards the Leader of Uzbekistan presented his vision of further development of regional cooperation. 

Firstly, it was mentioned that the current meeting is being held in the conditions of worsening of the international situation. 

The increasing competition leads to escalation of tensions, arising of new challenges and obstacles to security and sustainable development. 

– We consider unjustified and inadmissible the use of forceful methods to resolve controversial international issues and conflict problems, – emphasized the President. – I am convinced that all disputes and disagreements should be resolved exclusively through diplomatic efforts – at the negotiating table, on the basis of the principle of respect for sovereignty, norms of international law and the Charter of the United Nations.

In this regard it’s been pointed to the historical significance of adopting in the course of the summit a Treaty on eternal good neighborliness, friendship and cooperation, which will become a joint contribution to ensuring regional stability. To develop this Treaty it was proposed to work out a Concept of long-term partnership with specific mechanisms and projects. 

As mentioned the Head of our state, trade, investment and technological partnership with China is a major locomotive in implementing strategies of socio-economic development of all Central Asian countries. 

It was highlighted that convergence of the increasing potential of the region’s countries and the industrial leadership of China will enable the establishment of Common space of huge opportunities with effective mechanisms of knowledge exchange and technology transfer. 

The soonest adoption of the Program of new economic partnership and establishing an Interregional council for trade and investments at the level of deputy Prime ministers could become practical steps in this direction. Readiness of the Uzbek side was expressed to hold the first meeting of the Council by the end of the current year.

In order to stimulate trade ties President of Uzbekistan advocated for organizing a multilateral trade platform “Electronic Silk road” in the framework of “Digital Belt and Road”.

The demand for creating a Regional center of industrial standardization and certification in Tashkent for interfacing standards and frameworks, certification of export products by Chinese requirements, was mentioned. 

It was proposed to adopt a separate “road map” for technology transfer, involving business, leading research institutes and engineering centers.

The Leader of Uzbekistan separately noted the necessity to intensify industrial and infrastructure interconnectedness to effectively utilize economic potential. In this regard, it was proposed to develop a long-term strategy “Industrial and infrastructure belt “Central Asia – China”. 

It involves creation of a system of interconnected industrial clusters, techno-parks and logistic hubs with attraction of Chinese investments, technological and scientific solutions. 

The issues of interfacing the energy systems of Central Asian countries and China, including the implementation of the megaproject for the construction of a high-voltage power transmission line, also require careful study.

The issue of introducing effective financial instruments capable of supporting major projects of regional significance is of particular relevance.

– The current international mechanisms undoubtedly play an important role, but they do not fully cover the region’s investment needs. According to experts, the deficit of capital investments in the infrastructural development of Central Asia amounts to hundreds of billions of dollars, – said the Uzbek leader.

In this respect, it was proposed to consider the possibility of establishing the “Central Asia-China” Development Fund, which could become an effective platform for promoting infrastructure initiatives.

The development of transport interconnectivity between Central Asia and China has been identified as another priority.

It was noted that the launch of construction of the China-Kyrgyzstan-Uzbekistan railroad is an important element of the new system of transport and transit communications in the Eurasian space. At the same time, the implementation of the Trans-Afghan railway project will open up even wider opportunities.

– In the interest of developing a common vision of prospects in this strategic area, I believe it is necessary to instruct our transport agencies to form expert groups to conduct field studies, explore opportunities for modernizing logistics infrastructure and implement pilot projects of cargo transportation along alternative corridors, – suggested the Leader of Uzbekistan.

Based on the results of the work of these groups, specific and substantiated proposals for the formation of a unified map of transport corridors and modern transit infrastructure should be developed by the next summit.

Pointing to the serious challenges of climate change for sustainable development, the Head of our state urged to accelerate the adoption of the Green Development Program until 2030, as well as establish the Ecological Alliance for dialogue and partnership in combating desertification, restoring degraded lands, enhancing bio-ecological sustainability in arid and desert zones.

– I would like to emphasize the opportunities for cooperation in the field of artificial intelligence and digital technologies. It is these areas that today act as drivers of long-term growth, determining the competitiveness of national economies, – said the President of our country.

In order to form a sustainable digital infrastructure of economic interaction it was proposed to create a Network of mutually integrated big data banks and processing centers, as well as construct a Digital track of fiber optic connection line “Central Asia – China” along the main energy and transport routes.

– Our invaluable asset is the mutual commitment to enrichment of cultures and bringing our people together. It is for these means that the Mutual Travel Facilitation Initiative and the Cultural and Humanitarian Action Program, currently under way, are directed, – mentioned the President.

To further strengthen cooperation in this area, it was proposed to create a single digital portal “Cultural Heritage of the Silk Road”, uniting historical and cultural resources of Central Asian countries and China, with its access to researchers, students, tourists and representatives of the creative industry.

The relevance of forming a common scientific and educational platform through the development of a program of cooperation in the field of professional education, holding forums of university rectors, meetings of heads of academies of sciences and research centers, was also pointed.

Cooperation in the field of security remains among the key priorities. In this regard, the President advocated the establishment of multilateral mechanisms for the exchange of information through special services and security councils in the fight against terrorism, extremism, radicalism, drug trafficking, illegal migration and cybercrime.

– The decline in the international community’s attention to the problems of Afghanistan, which for us is not just a neighbor, but an integral part of the common historical, cultural and economic space, is of serious concern, – said the Uzbek leader.

Noting the rich experience of interaction between China and Central Asian states with Afghanistan, the President of Uzbekistan proposed to establish within the current format a High-level group to consider issues of assistance to the reconstruction and involvement of this country in regional integration processes.

The readiness was affirmed to hold its meeting in the city of Termez with participation of Afghanistan’s representatives.

Concluding the speech it was underlined that Uzbekistan is committed to an open dialogue, expanding pragmatic and mutually beneficial cooperation in the “Central Asia – China” format.

As a result of the summit, the heads of state signed Astana declaration and a Treaty on eternal good neighborliness, friendship and cooperation. 

A solid package of intergovernmental and interagency documents was also adopted. 

In the end of the summit, a ceremony of launching centers for combating poverty, diversification, interaction in the field of education, as well as cooperation platforms for uninterrupted trade, took place.

Leaders of Uzbekistan and China discuss issues of further development of multifaceted relations



On June 17, negotiations were held between President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the People’s Republic of China Xi Jinping. 

Topical issues of bilateral and regional agenda were reviewed.

The Heads of state mentioned with deep satisfaction that the Uzbek-Chinese relations of friendship and all-weather comprehensive strategic partnership have reached an unprecedented high level in the recent years. 

Agreements reached during the state visit of the President of Uzbekistan to China in January 2024 are being systematically fulfilled. 

There has been a marked intensification of contacts and exchanges at all levels.

The Strategic dialogue of foreign ministers has been launched. In early June this year, the second Forum of Regions was successfully held in Samarkand.

Trade-economic and financial-investment interaction is developing dynamically. In 2024, trade turnover reached $14 billion. The portfolio of investment projects exceeds $60 billion.

Joint technology parks and special industrial zones are successfully operating in the regions of our country, and the production of BYD electric cars is expanding.

Promising projects in the “green” energy, oil and gas sector, chemistry, pharmaceuticals, metallurgy, mining, textile, food and construction industries, as well as in logistics, “smart” agriculture, artificial intelligence and digitalization are under development.

Mutually beneficial cooperation with leading financial institutions of the People’s Republic of China is underway. Plans have been made with the Silk Road Fund to expand the investment platform. With the participation of China Eximbank, the construction of the Olympic City in the capital is being finalized. A regional branch of this bank was opened in Tashkent.

Special attention was paid to the issues of further deepening cooperation in the fight against poverty.

The leaders also noted the importance of accelerating the construction of the China-Kyrgyzstan-Uzbekistan strategic railroad.

The interest in developing exchanges in education, science, tourism and culture, personnel training and Chinese language studies was emphasized.

A branch of the Northwest Agricultural and Forestry University of China is already functioning in Uzbekistan, and an International Mathematical Center has been established on the basis of Urgench University jointly with Peking University.

Last year, the Confucius Institute celebrated its 20th anniversary, and the Chinese system of professional education “Lu Ban Workshop” is being introduced.

Next year it is planned to organize cross weeks of culture and art in both countries.

During the meeting, views on the international agenda were also exchanged. The importance of maintaining coordination and mutual support within the UN, the SCO, the “Central Asia-China” format and other multilateral platforms was emphasized.

In conclusion of the talks in the presence of the leaders of Uzbekistan and China, it was announced that a Protocol on the completion of bilateral negotiations on Uzbekistan’s accession to the WTO was signed.

Dear guests!

At the outset, I would like to extend a warm welcome to all of our distinguished guests, high-ranking representatives from our partner countries, heads of international organizations, and prominent figures from the business world, to the Fourth Tashkent International Investment Forum.

I am also delighted to welcome His Excellency Rumen Radev, President of Bulgaria, His Excellency Robert Fico, Prime Minister of Slovakia, His Excellency Olzhas Bektenov, Prime Minister of Kazakhstan, His Excellency Adylbek Kasymaliev, Chairman of the Kyrgyz Government, His Excellency Kohir Rasulzoda, Prime Minister of Tajikistan, His Excellency Ali Asadov, Prime Minister of Azerbaijan, Deputy Prime-Minister of Russia Mr. Alexander Novak, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Mr. Nokerguli Ataguliev, who are with us today.

I would also like to welcome the distinguished delegations from Russia, China, the United States of America, and the Arab, European, Asian and African countries.

Today’s forum is attended by more than 7.5 thousand delegates, including almost 3 thousand foreign guests from around 100 countries. We see this as a true expression of respect for our country, as well as an indication of mutual trust and close cooperation.

Welcome to Uzbekistan, dear friends!

Dear participants!

The world today is facing big challenges. Serious threats to global security and sustainable development are strengthening, while geopolitical processes are changing rapidly before our eyes.

The global arms race is intensifying again. Military spending by major countries has increased by 1.5 times against 2010, reaching $2.5 trillion. Due to the consequences of the economic crisis and a shortage of financial resources global GDP has been declining for three years in a row.

Unfortunately, the norms of international law and the power of diplomacy are weakening. Even more regrettably, attention is waning to the most pressing problems of humanity: food security, poverty and climate change. It is more important than ever to restore peace, justice and a shared belief in human dignity around the world.

We believe that the situation related to Ukraine must be resolved only through diplomatic means, and we welcome the process of direct negotiations taking place in Istanbul.

At the same time, I would like to draw your attention to the ongoing tragedy in Gaza. In the 21st century, the death of so many innocent people before our eyes cannot be justified. The only solution to this problem is a fair settlement of the conflict based on international law and adopted resolutions. The people of Palestine have a right to their own independent state.

Another issue on the global agenda is supporting the peaceful and sustainable development of neighboring Afghanistan. Now more than ever, it is crucial to engage in constructive dialogue with the current government of this country on the international stage and to prevent its isolation. After all, stability and economic development in Afghanistan are key factors for the long-term progress of all surrounding regions.

On the issues I have just outlined, we urge all our partner states to engage in open and broad-based international cooperation. Because the core theme of the forum is investments that guarantee not only economic development, but also peace and stability!

Let us work together to create an investment environment that, alongside generating profit, becomes a strong foundation for upholding human dignity and contributing to societal development!

Dear guests!

In the current challenging environment, we are focusing our primary attention on maintaining economic stability in Uzbekistan.

Our gross domestic product has doubled over the past eight years. We have set a goal to increase it to $200 billion by 2030.

Last year, the volume of investments into national economy reached $35 billion, and exports amounted to $27 billion. This is also a practical result of the Tashkent International Investment Forum, now being held for the fourth consecutive year.

The effectiveness of reforms in New Uzbekistan is duly reflected in international rankings. Our position in the Index of Economic Freedom has risen by 48 places over the past five years. In the Economic Complexity Index of Harvard University, we improved our standing by 28 positions. Last month, the reputable agency S&P upgraded Uzbekistan’s independent credit rating outlook from “stable” to “positive.”

We all understand that today, the world economy is on the threshold of a new era and changes. This encourages all countries to work together on the path of sustainable development in the following four areas.

Firstly, transition to green economy.

We are firmly committed to developing green energy to provide our economy with stable energy resources.

Over the past short period, nearly $6 billion worth of foreign direct investment has been attracted to this sector. Electricity production has increased from 59 billion to 82 billion kilowatt-hours. In the next five years, this figure will exceed 120 billion kilowatt-hours, and the share of green energy in the energy mix will reach 54 percent.

We will also attract $4 billion to upgrade the power grids.

In this regard, this year we will transfer the Samarkand power grids, and next year, another 8 regional power grids to private partnership.

In addition, we have launched the sale of green certificates and carbon units for the first time. This year, we will join global carbon markets and create a “Green Uzbekistan” climate investment platform.

Secondly, digital technologies and AI are turning into the “drivers” of the economy.

This year alone, IT exports in our country will reach $1 billion. We have enough potential and opportunities to increase this figure fivefold by 2030.

Our work has been internationally recognized, and over the year, we have risen 17 positions in the International AI Readiness Index.

Next year, “Cloud Technologies” National Platform will be launched. In the next five years, together with private investors, we will build 20 Data Centers with a capacity of more than 500 megawatts.

We will also develop a national model of artificial intelligence that embodies our rich history, values, and new creative ideas. In order to ensure the effectiveness of this system, we have launched the project “One million AI leaders”.

I am confident that together with you, we will turn Uzbekistan into a prestigious IT and Fintech “hub”.

Third, the financial system and technologies are drastically changing in modern world.

Recently, together with the International Monetary Fund and the World Bank, we conducted a comprehensive assessment of Uzbekistan’s financial sector for the first time. They fully supported our reforms in banking, finance, insurance, and the capital market.

In order to take these sectors to the next stage of development a Financial Stability Council will be established in Uzbekistan, as well as cybersecurity and financial technology platforms at the Central Bank.

We have also launched major reforms in the insurance system. A National Reinsurance Company and Global Digital Reinsurance Platform have been established.

We are witnessing rapid growth of venture capital as an alternative tool for startups. Notably, last year, two local startup companies’ capitalization surpassed $1 billion. We are committed to increasing the number of such companies.

In this regard, a draft law “On Alternative Investment Funds” has been developed. Our goal is to increase the volume of venture and other alternatives investments to $1 billion over the next five years.

There is another significant direction. The Fourth Industrial Revolution is sharply increasing global demand for so-called “technological minerals”.

Uzbekistan is home to substantial reserves of minerals, including tungsten, molybdenum, magnesium, lithium, graphite, vanadium, titanium, and others. In total, the potential of our subsoil resources is valued at $ 3 trillion.

We have all necessary capabilities to transform our region into a hub for the production of high value-added goods from minerals. In this regard, we are constructing “Metals of the Future” techno parks in the Tashkent and Samarkand regions.

In this context, I would like to put forward an initiative: investors implementing a full-cycle operation – from geological exploration to the production of finished goods – will be granted rent tax refund for 10 years.

I am confident that our long-term productive relations will bring win-win business cooperation in all key areas.

Distinguished investors!

We are taking all necessary measures to turn the principle of “New Uzbekistan – a country of vast opportunities for investments” into practical accomplishments.

First and foremost, I would like to draw your  attention to one important point: it is essential to ensure level playing field for each state within global production chains.

Undoubtedly, the World Trade Organization plays a key role in this regard. Therefore, we have set the goal to become a member of this organization next year and we are actively working with our partners. To this end we have harmonized dozens of laws and hundreds of standards to international requirements, and this year we will complete this process in full.

Second, in order to create a more favorable environment for foreign investors in our country a “national regime” will be introduced, guaranteeing the same conditions as those enjoyed by local companies, the “one-stop-shop” principle will be implemented in relations with government bodies,  a system of guaranteed protection of investment activities from excessive inspections will also be created.

These measures are intended to raise Uzbekistan’s credit rating to the “investment” level by 2030.

Third, in privatization of state-owned companies, we have opted to transform them into valuable assets that serve the prosperity of our country.

To this end, we have established the National Investment Fund that unites state shares in 18 major companies and banks worth almost $2 billion. A world-renowned Franklin Templeton company has been invited to manage the Fund. Next year, the Fund will launch its international IPO.

Moreover, professional consultants will be invited to privatize 29 large state-owned companies within two years.

Fourth, we recognize the vital role of transport and logistics in our economy.

Therefore, we are actively attracting private capital to this sector. For instance, Samarkand, Namangan, Bukhara and Urganch international airports have been handed over to sophisticated investors on the basis of a public-private partnership.

The world’s leading company, Incheon, has been involved in the management of Urgench Airport. Next year, tenders will also be held for Nukus, Termez, Fergana and Navoi airports.

Another significant development is that the population of our capital city has exceeded 5 million. In order to accommodate this growth, we are planning to build the city of “New Tashkent” to house 2 million people, transforming the capital into a metropolis.

A “multimodal hub” will be created that covers railway, road transport and airport, serving 20 million passengers in a year. Large shopping and financial centres will also be built.

We invite investors, international financial institutions and foreign banks to collaborate with us on this major project.

Fifth, as a result of our open and friendly policy towards our neighbours in recent years a new environment for cooperation has been created in Central Asia.

The participation of the heads of governments of these countries in today’s forum is clear proof of this.

Please note that the volume of trade with our neighbors has increased by more than 3.5 times in eight years, reaching almost $13 billion.

Large investment projects are being implemented. In particular, construction of China-Kyrgyzstan-Uzbekistan railway has begun, significant progress has been made on preparing major energy and infrastructure projects.

More broadly, we propose promoting the “Concept of an Integrated Region for Investment and Trade” in Central Asia.

In this regard, I would like to reach out to international organizations with a following message: the time has come to establish new financial mechanisms to support regional projects. By working together, we can transform Central Asia into a place of peace and prosperity.

Dear participants of the forum!

We are hosting today’s event in a new, expanded format. For the first time, a specialized exhibition is taking place as part of the forum, with Uzbek companies presenting their projects and joint initiatives.

I would like to underscore one issue: for us, investment is not just a financial resource. It also encompasses technology, knowledge, qualified personnel and integration into the international production chain – in other words, real development.

Uzbekistan will create all conditions necessary for foreign investors with such noble ideas, provide its support and guarantee.

All doors are open to you in our country.

The most important thing is that there are laws that protect your activity. We have an open state and hardworking people ready for cooperation.

Uzbek-Bulgarian relations elevated to a new development level



President of the Republic of Uzbekistan Shavkat Mirziyoyev held talks with President of the Republic of Bulgaria Rumen Radev at the “Kuksaroy” residence.

Topical issues of further development of practical cooperation between Uzbekistan and Bulgaria were discussed.

Warmly greeting the Bulgarian leader, the Head of our state emphasized that the first summit in 17 years will be historic and will bring Uzbek-Bulgarian relations of friendship and partnership to a qualitatively new level. 

The activation of interaction at the level of parliaments, economic and foreign policy departments has been noted with deep satisfaction. 

Trade turnover indicators are growing, new directions and cooperation projects are being worked out. 

Humanitarian exchanges are being carried out and twinning ties have been established between Bukhara and Varna, Samarkand and Plovdiv.

In order to further strengthen the multifaceted cooperation, the importance of establishing systematic contacts between the foreign policy ministries was emphasized. 

Special attention was paid to the issues of increasing trade turnover, primarily by expanding supplies of textile, food, chemical and pharmaceutical products, metal products and technological equipment.

To stimulate the growth of mutual trade, a decision was made to open trade houses in the capitals, accredit laboratories and allocate preferential credit lines. 

Promotion of joint projects in agricultural complex and food industry, pharmaceuticals, geology, artificial intelligence, digital and IT technologies, tourism was identified as a priority direction. 

Separate attention was paid to the issues of developing effective land and air corridors. In this context, sides agreed to review the possibility of launching direct air routes between the two countries. 

To establish systematic interaction in the sphere of labour resources, the issue of opening a representative office of Agency of migration of the Republic of Uzbekistan in the city of Sofia will be elaborated. 

Initiatives to intensify humanitarian ties, including academic and scientific exchanges were supported, including a meeting of rectors of leading universities to be held in Andijan this year. 

An agreement was also reached to organize a week of Uzbek and Bulgarian culture and cinema next year.

In order to ensure systemic control over the implementation of the agreements reached, the sides agreed to adopt a joint “road map” and raise the level of co-chairmen of the Intergovernmental Commission, involving heads of regions and major companies in its activities. 

At the end of the meeting, President Rumen Radev invited President Shavkat Mirziyoyev to pay a return visit to Bulgaria at a convenient time.

Distinguished heads of delegations!

I am indeed pleased that we are meeting today in the beautiful city of Budapest, which for centuries has stood as a vital bridge between East and West.

Let me echo the words of appreciation to His Excellency Viktor Orbán, the distinguished Prime Minister of Hungary, for hosting today’s meeting at a high-level.

I also commend His Excellency Sadyr Japarov, the honorable President of the Kyrgyz Republic, who is successfully chairing our Organization.

Esteemed colleagues!

Our summit is taking place against the backdrop of a rapidly changing global landscape, unpredictable and complex developments. Geopolitical and geoeconomic tensions, regional conflicts, and the aggravating effects of climate change have become a major test for all of us.

For this reason, it is more important than ever to strengthen our common approaches and unified positions in addressing pressing global issues.

I would like to underline that we believe the most sensitive and urgent problems must be resolved based on the principles of international law and the United Nations Charter.

We support practical efforts aimed at resolving the situation around Ukraine through diplomacy and negotiations. In this regard, I would like to specifically highlight the commendable contribution of His Excellency Recep Tayyip Erdoğan, the President of Türkiye.

All of us are deeply concerned with the violation of the ceasefire in Gaza and resumption of military actions. So long as the two-state solution is not realized, it will be impossible to find a fair solution to the Palestine-Israeli conflict.

When discussing global and regional security, we must also consider the complex situation in Afghanistan and find a common solution. The adoption of a Joint Statement on Afghanistan demonstrates our Organization’s serious attention to this matter.

Distinguished participants of the summit!

In a short period of time, we have achieved effective and practical results in our cooperation within the framework of the Organization of Turkic States. The recent forum of our economic think-tanks held in Tashkent once again confirmed the tremendous potential for expanding our cooperation.

Based on today’s agenda, I would like to put forward my proposals.

As you are aware, last year we proposed to develop an “Agreement on Strategic Partnership, Eternal Friendship, and Brotherhood among Turkic States.”

Today, this document is becoming even more important and relevant. Undoubtedly, this Agreement will contribute to bringing our peoples closer together and will serve as a long-term legal foundation for our multifaceted cooperation. I suggest that we sign this document at the upcoming Baku Summit.

We have a clear objective which is to drastically increase the share of mutual trade in the coming years. To this end, we propose launching the “TURK-TRADE” online platform and adopting a Practical Program to boost trade.

To increase cargo transportation along the Trans-Caspian International Transport Corridor and to simplify customs and border procedures, I call for the swift implementation of “Single Window” and “Green Corridor” systems. To expand cooperation in this area, we plan to host the International Multimodal Transport and Logistics Forum of Turkic States this November in Tashkent.

I would also like to underscore that the activity of the Turkic Investment Fund will undoubtedly give a boost to the intensification of investment flows.

We believe it is essential to establish a Joint Venture Company to support innovative projects. In this regard, it would be expedient to launch a single investment portal that fully reflects the investment opportunities of our countries.

Another important issue. The time has come to elevate practical cooperation in industrial cooperation to a new level. In this regard, I propose to develop an Industrial Cooperation Program aimed at creating significant production capacities in key sectors, such as chemicals, energy, mining, light industry, pharmaceuticals, leather and footwear, food processing, and construction.

At the recent International Climate Forum in Samarkand important proposals were made to strengthen regional and global cooperation in “green” development.

We are also pleased to acknowledge that, thanks to the initiative of His Excellency Viktor Orbán, our Organization’s Institute for Drought Prevention has begun operating in Budapest. To support the work of this Institute and increase its engagement in targeted projects, I propose to develop a Joint Roadmap for the Prevention of Drought and Environmental Problems.

At this point, I would also like to draw your attention to another critical matter.

It is our honorable and responsible duty to thoroughly study and promote the legacy of our great ancestors, who have made immense contributions to global science and culture and who are a source of pride for all of us. With the aim of advancing science and expanding educational opportunities for younger generations, we have enshrined the noble moral principle “there is no salvation other than knowledge” in the the Turkic World Charter.

In pursuit of this noble goal, we are launching the International University of Turkic States in Tashkent. The University is envisioned as a center where prominent professors and scholars from across the Turkic world will teach and conduct their research. I am confident that this initiative will meaningfully contribute to raising the intellectual potential and worldview of our youth and providing them with modern knowledge.

Esteemed heads of delegations!

Last year, Uzbekistan announced the decision to officially join the Turkic Culture and Heritage Foundation. Within the framework of this structure, an important task before us is to preserve our common Turkic cultural heritage and pass it on to future generations in its entirety. In order to expand the dialogue in this field, I propose holding the next meeting of the Foundation’s Council in our country.

The International Organization of Turkic Culture (TURKSOY) holds a special place in the development of cultural cooperation among our states. I believe that in order to bring our efforts in this area to a new level and further enhance the prestige of TURKSOY, it is necessary to improve its activities and structure in accordance with modern requirements. For this purpose, I believe it would expedient to instruct our ministers of Foreign Affairs and Culture to develop relevant proposals for the Baku Summit.

Distinguished colleagues!

Three years ago, we established the Alisher Navoi International Prize named after the great thinker and statesman for his immense contribution to the unity of the Turkic world.

Today, we are extremely pleased to honor Mr. Aziz Sancar, a prominent Turkish scientist, biochemist, and Nobel laureate, with this prestigious award. We are especially proud that this renowned scientist is an honorary doctor of the National University of Uzbekistan.

I am confident that today’s award ceremony will inspire scholars of the Turkic world, including our youth who are boldly embarking on the path of science, to reach even greater heights.

Dear friends!

I believe that the important decisions and documents adopted at today’s Budapest Summit will open a new page in strengthening peace, harmony, and sustainable development between our brotherly peoples.

The ongoing work analyzed and current tasks in the medical field identified



On May 7, President Shavkat Mirziyoyev chaired a meeting dedicated to improving the quality of primary and specialized medical care, streamlining drug consumption and improving medical education.

Over the past 7 years, the amount of funding for healthcare has increased 6-fold. Medical institutions in the regions have been modernized. More than 400 high-tech surgeries, previously performed exclusively in the capital, are now performed in the regions and districts. A system has been established connecting the primary link with specialized medical care.

Uzbekistan has 29 doctors for every 10,000 people, which is comparable to the US, UK and Finland, and higher than in Türkiye and Canada. However, the efficiency of work and quality of treatment remain insufficient.

For instance, due to the poor performance of primary care in the districts, the rate of illnesses and complications is not decreasing. Non-communicable diseases cause damage to the country’s economy of about $1 billion dollars annually.

Every fourth ambulance call is for patients with chronic diseases. In some places, the ambulance actually serves as an outpatient clinic. There are imbalances in the distribution of personnel, beds and finances between district and regional institutions.

The introduction of a health insurance system is postponed every year. The waiting lists and medical services are still not fully digitalized.

Two deputy health ministers were dismissed from their posts because of the shortcomings, and another one received a warning.

The meeting discussed the issues of improving the work of primary care, disease prevention, professional development of medical workers and improving the quality of treatment. Given the coverage of the population, analysis of diseases and the nature of appeals, a new order of work has been determined.

The primary link will be reformed, each medical team will conclude a bilateral contract with the population under its care. People will be free to choose a family doctor, including private specialists.

A guaranteed package of medical care will be approved, where services and medicines will be fully covered from the budget.

Primary care doctors and nurses will work only on a full-time basis. The number of obstetricians-gynecologists in polyclinics will be doubled, for every 3 thousand children there will be a pediatrician.

Doctor’s offices and family polyclinics in the districts will be optimized in terms of coverage. The central polyclinic will be transformed into a consulting and diagnostic department of a district hospital, where all narrow specialists will be concentrated.

The basic salary of a family doctor will be the equivalent of $500, a nurse – $300. If there is a certificate of qualification, the same bonus will be paid. For active work in the mahalla, training of patients with chronic diseases, early detection of oncology, diabetes, stroke, heart attack and prevention of complications, further salary increases are envisaged. Thus, family doctors will be able to receive up to $1,500, nurses – $600-800 in equivalent.

This system will be tested this year in 15 districts and cities, and next year throughout Samarkand region.

At the same time, the responsibility of family doctors and nurses will be strengthened. Cases of heart attacks, strokes, early deaths of mothers and children, and disabilities due to chronic diseases will be considered emergencies.

The corrupt practice of medical advisory commissions in determining disability will be abolished. Now the decision will be made based on a document drawn up by a family doctor or a medical and social expert commission.

Responsible persons in the sphere and regional khokims have been instructed to implement the “90 days of changes in medicine” program, under which order will be restored in waiting areas and corridors of medical institutions, and sanitary culture will be improved. The “Clean Hands” program will be implemented in schools and social institutions to improve sanitary and hygienic conditions.

The issues of specialized medical care were also discussed.

Only high-tech complex surgeries will be performed at the expense of the budget in the republican medical centers.

The system of issuing and distributing electronic referrals will be completely revised with the approval of the list of diseases and a single base tariff.

A referral issued for treatment at the republican level will be placed on a single electronic platform where it will be available to all public and private clinics. The patient himself will choose the appropriate medical institution on the basis of proposals.

Special attention is paid to oncohematology in children – 75 percent of such diseases in the country are detected at late stages. In this regard, a five-year program to combat pediatric oncology is being developed with funding of at least $110 million.

The regulation of drug consumption was discussed separately. Developed countries use drugs with proven effectiveness. In Uzbekistan, 42 percent of imported drugs have no proven effectiveness, but they are still prescribed by doctors and used by the population.

The Minister of Healthcare has been instructed to exclude from clinical protocols drugs recognized as ineffective or with insufficiently proven efficacy.

All medical institutions, especially children’s hospitals, will be inspected for the rational use of antibiotics.

Special attention is paid to the quality of medical education.

For the last 7 years the admission to medical universities has been increased up to 25 thousand people per year, 40 percent are studying in private universities. However, there is no transparent system of assessment of knowledge and skills.

In this regard, from now on, the knowledge of graduates of medical universities and technical schools in applying modern methods of diagnosis and treatment will be assessed on the basis of a transparent system. For this purpose, a National Center for Medical Assessment is being created, which will assess both students and current medical professionals.

All public and private clinics will be accredited. Professional development of specialists will be transferred to universities, profile centers and regional institutions.

It was also instructed to introduce dual training, transfer universities under the control of clinics and provide them with financial autonomy.

In general, responsible persons were instructed to use budget funds efficiently, accelerate digitalization, introduce insurance, impose discipline and achieve citizen satisfaction with the quality of medical services.

The Leaders of Uzbekistan and Russia discuss topical issues of practical cooperation



During a telephone conversation held on May 3 between the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the President of the Russian Federation Vladimir Putin topical issues of further development and strengthening of Uzbek-Russian relations of comprehensive strategic partnership and alliance were discussed.

The results of the practical implementation of agreements reached during the state visit of the President of Russia to Uzbekistan in May last year were reviewed.

The importance of taking coordinated measures aimed at maintaining the dynamic of mutual trade turnover, acceleration cooperation projects in priority economic sectors, continuing active contacts at the level of regions and business, was underlined. 

In this context, a high praise was given to the fruitful results of the business events held on the sidelines of the fifth International industrial exhibition “Innoprom. Central Asia” in the city of Tashkent.

The expanding humanitarian cooperation, primarily in the sphere of culture, arts, science, education, sports and tourism was stated with satisfaction. 

The leaders of Uzbekistan and Russia also exchanged views on the issues of international agenda and discussed the schedule of upcoming meetings.

The international prestige of our festival continues to grow. Holding this year’s event in Khorezm – the pearl of the East – imbues it with a special spirit and significance. The tradition of storytelling in this region has an ancient and rich history, and it is no exaggeration to say that world-renowned classical songs, melodies, and graceful dances such as “Lazgi” draw inspiration and vitality from this great cultural river.

The gifted folk bakhshi nurtured by this sacred land – Bola Bakhshi Qurbonnazar Abdullayev, Qalandar Bakhshi Ruzimboy Normatov, Abdulla Qurbonnazarov, and Yetmishboy Abdullayev – with their powerful voices and poetic talent, have elevated the performance of folk dastans like “Oshiq G’arib and Shohsanam”, “Go’rug’li”, “Avazkhon”, “Alpomish”, and “Khirmondali”. Today, we gratefully acknowledge the esteemed place these masterpieces occupy in our spiritual treasury as the invaluable heritage of national culture and wish creative success and continued growth to the current and future masters of bakhshi art.
